Preparation Primer

Resource Needs personnel

In prolonged responses, key individuals need to be paid so they stay on the job to provide continuity and institutional memory.  The number and skill sets of staff should be estimated ahead of time and reassessed on a daily basis during the operation of the shelter.

Leadership team (based on Incident Command System structure)

Command staff
    Safety officer
    Liaison officer
    Public information officer / web master

General staff (functional responsibility for primary segments of management)
Operations section
Planning section
Logistics section
Finance section
